Digital Educational Environment: Development Vectors

On October 22, at the initiative of the Commission for the Development of Education and Science, a public hearing was held in the Civil Chamber of the Russian Federation on the topic "The National Project "Education"- the project" Digital Educational Environment".“Analysis of the progress in the implementation of national projects is a topic that concerns the Government of the Russian Federation today, the President’s apparatus,” said Mr. Mikhail Pogosyan, Chairman of the Commission of the Civil Chamber of the Russian Federation for the Development of Education and Science, MAI Rector. - “And one of the tasks of the Civic Chamber is to understand what is being achieved, what issues exist and how to increase the efficiency of the implementation of national projects.”Mr. Pogosyan also said that in preparation for the event, a number of specialized surveys were conducted, where almost two thousand respondents took part. According to the organizers, the main goal of the federal project “Digital Educational Environment” is to create a modern and safe digital educational environment by 2024, ensuring high quality and accessibility of education of all types and levels.Particular attention is paid to the creation of the Center for Digital Transformation of Education, on the basis of which organizational, managerial, methodological, analytical and expert activities will be carried out, aimed at ensuring high quality and accessibility of education of all types and levels, as well as training for management teams of the constituent entities of the Russian Federation.“The projects“ Digital Educational Environment ”,“ Success of Every Child ”and“ Teacher of the Future” are the topics that concern the survey participants most of all. I hope that within the framework of our discussion we will address issues not only of the technical equipment of our organizations, of providing them with high-speed Internet access, but also of substantive issues related to digital transformation, and the development vectors of the IT industry. We have attracted experts in the IT industry and hope to discuss the problem from different perspectives,” said Mikhail Pogosyan.Deputy General Director of the foundation for new forms of education development, Mr. Evgeny Zak, noted the importance of discussing national projects with the public: “The key issue in adjusting national projects is the feedback from the population. National projects have been implemented for a year now, not all citizens and families know about the national project itself, but also about the essence of the measures being implemented. It is of fundamental importance that understanding and feedback are formed about national projects, that they are not about the abolition of the Unified State Examination, but about systemic structural changes, the modernization of all education sectors.”Mr. Evgeny Zak also said that the digital environment is a set of elements, a kind of ecosystem that combines various information resources and services, primarily based on the fact that the digital allows to make certain decisions based on big data.“Building a digital platform will be built on four principles. The first is reliability, all data must be safe. This is a key principle. The second principle is utility. The third is the principle of openness in terms of content and technology. The fourth is unity in working with data,” he explained.Otus CEO Dmitry Voloshin spoke about trends in the development of the IT industry: “Today, the trend is in the intelligent device of service, in mass equipment with sensors of physical objects and, as a result, the emergence of large amounts of data that can then be used in the business sector or by the state to improve the quality of decisions. This direction is supported by the theme of the Internet of things, the development of communications technologies, which are developing as an independent trend, and this, in turn, stimulates the development of cloud technologies and the development of the electronic industry. It is important to note a new wave in electronics - the emergence of new electronic chips at the heart of the smart city theme.”The director of development of regional educational projects at Yandex, Sergey Brazhnik, noted that without the joint work of the state and the business community, it is pointless to develop a digital educational environment. “We need to train more and more specialists, we need to be friends and change: the state must adapt to all the trends that are happening, universities must flexibly change educational programs. Our goal is to close the entire age spectrum, starting from the first grade, ending with specialists. Today we are strengthening our influence on school education through the programs Yandex.Liceum, Yandex.Tutorial.”“We must send proposals to the Ministry of Science and Higher Education that require the use of higher education standards and the development of a special module,” said Lyudmila Dudova, First Deputy Chairman of the Commission for the Development of Education and Science of the Civil Chamber of the Russian Federation. - "The module should be mobile, connected with the requirements of the time and contain the ability to use digital tools in their professional activities. It must be a certain digital module included in the compulsory educational module.”Mrs. Lyudmila Dudova also noted that the development of the digital educational environment requires a serious analysis of the regulatory framework: “We limit the student’s ability to receive a particular educational product through the online system due to unresolved issues. We encountered this problem at the stage of, for example, formation of elective courses. There is no question of any replacement for the teacher, but we also cannot ignore the possibilities of civilization, because we must be responsible for our students.”Participants of the public hearings also discussed new challenges in training personnel, the problem of gaps between the expectations of the employer and graduates, the digital educational environment as a marketplace for educational products and services. Summing up, Mr. Mikhail Pogosyan noted that the proposals of the participants in the hearings will be included in the package of recommendations for executive authorities.
